I think the Chinese Government is very smart. They know that to get the international flight to be fully operational is not what they can control internally. Instead, they focus on their own domestic flight market.

Isn't the government encouraging the people to buy more, spend more to improve the revenue ? Run through the list and you will see there are many products that the locals would like to buy and better still at a discount, items like supplements , electronic products, liquor ,etc
